Profile of the Head of Service

Mr. Elijah Adeiza Evinemi was born into the family of late Vice-General Micheal Ozomata Evinemi on 13th March, 1970 at Ihima, Okene Local Government Area of Kogi State.

He had his Primary education at St. Andrew Primary School, Okene in 1982 and proceeded to Okehi Community Secondary School Uboro where he had his West African School Certificate in 1987.

 

He obtained a Diploma Certificate in Accounting and Auditing with Upper Credit from Kogi State polytechnic Lokoja in 1997, I.J.M.B A. Level at Kogi State Polytechnic Osara Centre, with distinctions (15 points) in 2001 and thereafter, proceeded to University of Jos to study Accounting in year 2005. In year 2017, he obtained a Master of Science (M.Sc) in Accounting from Kogi State University Anyigba.

 

Mr. Elijah Evinemi began his working experience with the then Kwara State Broadcasting Corporation as Clerical Account Clerk in 1989, and continued his Service there till the year 1991 when he was subsequently, deployed to the newly created Kogi State.

 

Between 1992 to 2002, he ran through the rank to the post of Principal Executive Officer (PEO) Internal Audit before going for further studies.

 

From 2006 to 2011, Mr. Evinemi worked as Chief Internal Auditor / Head of Audit at Kogi State Broadcasting Corporation Lokoja, transferred his Service to the Office of Accountant General, Kogi State as Assistant Director Finance and Accounts. Promoted to the position of Director Treasury Operations, Office of the Accountant General, appointed as Permanent Secretary by Kogi State Government in 2021, acted as Accountant General, Kogi State Government between March 2023 to May 2023 and on 27th January, 2024, was appointed as the Head of Civil Service of Kogi State by His Excellency, Alhaji Ahmed Usman Ododo.

 

Mr. Elijah Evinemi served in several positions and committee which includes: supervisor computer unit and central account using Fact Accounting Software in preparation of Financial Statement of Kogi State Government 2011 – 2012, Public Expenditure Management Network in Nigeria (Pemnet Nigeria) and Community of practice (Member and Kogi State representative) 2012, Focal Officer State Integration Financial and Management Information System (SIFMIS) World Bank Project, 2016 to 2022, Secretary State Treasury Single Account (TSA) Committee on Domestication and successful implementation of TSA, in 2017. Member State Debit Arrears Clearance (DAC) Committee Managing the State Debt Profile under the SFTAS programme, 2019 to 2022, Assistant Secretary, Interim Management Committee Kogi State Internal Revenue Service (KGIRS) 2021 and finally the Secretary State Audit Committee 2022 to date.

 

He has attended several Seminars and Workshops within and outside Nigeria among which are International Training on International Public Sector Accounting Standard  (IPSAS) in Dubai, UAE. By JK International. 2014, Basic Strategic Leadership, Ethics and Policy Making Course at NIPPS Kuru, Jos. 7- 11. August 2023.Advanced Strategic Leadership, Ethics and Policy Making Course at NIPPS Kuru, Jos. 4 – 14 Sept. 2023.

 

During the course source of service, he has been able to make publications titled

He is a fellow of the Institute of Chartered Accountant of Nigeria. Certified member of Institute of Chartered Accountant of Nigeria (ICAN) ACA 2008, Global Revenue Assurance Professionals Association 2012, Certified Forensic Accountant of Nigeria (CFAN) 2013, Chartered Institute of Public Finance and Accountancy (CPFA) 2016, Chartered Institute of Taxation (ACTI) 2019.

 

Mr. Elijah Evinemi in 2008 received an award of Commendation from the former Governor, His Excellency Alh. Ibrahim Idris for Good Performance and disclosure of misappropriation in the Organization, also in 2008 he was one of the best staff awarded in the State.

 

Finally, Mr. Elijah Evinemi is highly analytical and detail-oriented financial management specialist with over 20 years of experience in financial analysis, budgeting, forecasting, and risk management. Skilled in developing and implementing financial strategies to maximize profits and minimize risks. Proficient in using financial software and other technological tools. Excellent communication and interpersonal skills, with a proven track record of building strong relationships with clients, vendors, and other stakeholders. Strong leadership skills, with the ability to work effectively in a team environment.

 

Married to Phoebe Oiza Elijah and blessed with children.
