The management of the Kogi State Ministry of Health has emphasized the importance of strict compliance with the circular issued by the Office of the Head of Civil Service (HOS) concerning the ongoing staff enumeration and digital capturing exercise.
This directive was a key resolution from the Ministry Management meeting held on Tuesday, 25th November 2025, in the ministry’s conference hall.
The meeting, chaired by the Permanent Secretary, Mr. Steven Momoh Aziz, on behalf of the Honourable Commissioner, Dr. Abdulazeez Adams Adeiza concentrated on enhancing staff ICT skills, performance, and overall welfare.
During the meeting, the Permanent Secretary informed attendees that the Ministry had received a circular from the Office of the Head of Civil Service regarding the ongoing staff enumeration and digital capturing exercise. He explained that this initiative is part of a broader government reform aimed at digitalizing the civil service and transitioning to a fully paperless administrative system.
He further stressed the necessity for all staff to enhance their ICT skills to align with the demands of the new digital workflow. Consequently, he instructed all Directors to disseminate the circular promptly to their respective departments.
Additionally, the Permanent Secretary announced the appointment of a new Director of Administration from the Office of the Head of Civil Service, succeeding the outgoing Director, Mrs. Lami Aisha Abubakar, who has been reassigned to the Ministry of Sports. He expressed confidence that the new director would significantly enhance the Ministry’s administrative efficiency.
In her remarks, the Director of Administration, Mrs Jospine Motunrayo, clarified that the enumeration exercise is not a screening but a structured data-gathering and digital transition process. She further noted that the Ministry has received adequate training for this assignment and mentioned that departments would need to release their ICT officers for the exercise. She appealed for full cooperation from all departments.
Following extensive deliberations, the subsequent resolutions have been adopted:
. All directors are required to adhere to the HOS circular and ensure full compliance with the enumeration and digital capturing exercise.
. Departments are to release their ICT officers to provide support for the exercise.
. all officers are hereby informed to carry out their data capturing in the MDA where they are currently serving, not at their salary pay point and must present original documents for verification and scanning.
. A sample completed form will be produced and distributed to guide staff.
. A Post-NCH Review Meeting will be convened for strategic preparation.
. Early preparation and timely policy adoption will be implemented in anticipation of the 2026 rating cycle.
. An Award of Honour will be organized for the newly appointed Permanent Secretaries.
. Plans for an End-of-Year Appreciation event, including potential rice distribution, will be pursued.
