The Fiscal Responsibility Commission (FRC) has held its second management meeting under the leadership of its Chairman, Mallam Jimoh Muhammed, who presided over the session with renewed optimism and commitment to the mandate of the Commission

In his opening remarks, Mallam Jimoh warmly welcomed members and stated that the purpose of convening the meeting was to formally co-opt some Directors from the Ministry of Finance, Budget and Economic Planning as Directors and Acting Heads of the following departments in the Commission, pending the recruitment or posting of officers to oversee these professional areas. The officers include:

Mr. Abubakar Musa – Head, Policy and Standards

Mr. Bello Joseph – Head, Monitoring and Evaluation

Mr. Saeed Abdullahi – Head, Planning, Research and Statistics

Princess Funsho Sumanu, Head, Communication and Strategy

The Chairman also acknowledged the numerous challenges inherited at his inception of office. “We came into office to meet an array of challenges that could have derailed our progress, but we chose to take the bull by the horns. We will not allow those challenges to overwhelm us” he noted. He further noted that despite facing issues such as unconducive office accommodation, inadequate staffing, poor vehicular mobility, and limited funding, the Commission has been strategic in identifying and prioritizing key interventions. “Our resilience amidst these limitations is a testament to our competence and resolve to deliver on our mandate,” the Chairman emphasized.

He also informed that the Commission has engaged relevant government authorities to report its challenges and advocate for support. “We are not unaware that the government is carrying enormous responsibilities, but that will not stop us from pushing and lobbying for its support and attention where necessary. We are determined to organize a sensitization workshop for stakeholders, including MDAs, tertiary institutions, and local governments, to ensure proper understanding of our roles, interpretations of Fiscal Responsibility laws, and encourage compliance,” he added.

Mallam Jimoh emphasized the need for collaboration, calling on members to bring their expertise on board “It is an honour that the Members present have done to us and your presence here shows your commitment to the development and service of the state,” he stated.

He reiterated the primary responsibility of the Commission, as established by the Fiscal Responsibility Law 2012, which is to promote transparency, accountability, and prudent management of public resources. “We are empowered by the law to monitor government projects, verify compliance with budgetary processes, track procurement procedures, and ensure value for money. The resources expended in government institutions are public funds and we must ensure they are properly managed.”

Mallam Jimoh also revealed that the Commission’s monitoring activities have now received a boost with the rehabilitation of a previously grounded official vehicle. “The vehicle we inherited in bad condition has now been fixed by the Commission and this will support our field monitoring and other engagements,” he asserted.

In his vote of thanks, Prince Emmanuel Ayo Esq., Secretary of the Commission, appreciated members for attending the meeting and contributing to fruitful deliberations. He commended the Chairman for his selfless leadership and civil service experience, which have significantly contributed to the early achievements of the Commission despite daunting challenges.

“His initiative, contacts, and resourcefulness have set a clear path for progress,” Prince Emmanuel noted. “Rather than wait on government for every solution, we have begun to look inward and that is already making a difference. We sincerely appreciate him and pray for journey mercies for all Members present.”

The meeting concluded with a collective resolve to work together, remain focused on the Commission’s mandate, and drive transparency and fiscal discipline across government institutions.
