Ministry of Justice

The Ministry wishes to express her profound gratitude to His Excellency, the Executive Governor of Kogi State, Alhaji Yahaya Bello for His generous approvals and commitment to the administration of Justice in the State.

ACHIEVEMENTS:

The Ministry of Justice has recorded resounding achievements are hereunder highlighted.

A) Award of contract for the construction of the ministry of justice complex:
The Executive Governor of Kogi State, Alhaji Yahaya Bello had in January, 2017 awarded the contract for the construction of a two-story office complex to serve as the Ministry of Justice Headquarters, Lokoja.

It suffices to state unequivocally that work had commence of the site adjacent to the State High Court of Justice, Lokoja. This feat had remained a fiction under succession administrations that ruled Kogi State since its creation in 1991 until this present administration of Yahaya Bello came to break the jinx.

The edifice if completed would provide adequate office accommodation for the Ministry of Justice Lawyers and the Sister agencies like the Federal Ministry of Justice, Legal Aid Council’s Lawyers and the supporting Admin staff.

B) Establishment of an E-library. In the Ministry:
A new frontier of a legal practice was achieved in the Ministry of Justice, with the establishment of an E-library. The revolution was the brain child of the Hon. Attorney – General and the Commissioner for Justice, Ibrahim Sanni Mohammed (SAN), who upon assumption of office discovered that the Ministry library needed to be upgraded to meet with the standard best practices around the world.

The E-library contains vast volumes of the Supreme Court Judgements, Judiciary interpretation and principles. It also affords every lawyers of the Ministry speedy access to these judicial Authorities with a press of a button. The Ministry make a bold to state that each lawyer of the Ministry was giving one computer lap-top pro-bono. This feat would not have been without the Governor approving same and releasing funds for the procurement of the electronic devices.

C) Purchase of law reports and law textbooks:
Law reports of Superior Court of Nigeria and as well as law textbooks written by eminent scholars and jurists were bought in their volumes and stocked in the law library. The fund for the purchase of these Law Report and Law Textbooks was courtesy of the benevolence of the Executive Governor of Kogi State.

D) Continue legal education:
One of the requirement for lawyers to remain in active practice is that he must be engage in continue legal education to update his knowledge of law and contemporary developments across the globe and the development of new legal principles is that a law must attend and participate in seminars, Workshops, Symposia which took places in Abuja, Lagos, Jos and Asaba. Respectively.

One of the most significant and unprecedented workshops was the one the Honourable Chief Judge of Kogi State, His Lordship N.A Ajanah organized for lawyers in the Ministry of Justice in 2016 on the admissibility of electronically generated evidence in our law court which is a novel area of our law of evidence. Attached are some of the concluded cases in Criminal and Civil Litigations.

E) Nigeria bar association 2017:
The Kogi State government-sponsored the Ministry lawyers to the Annual Bar Conferences. However, what was special in this year Bar Conference held in Lagos, South West Nigeria, was that the Executive Governor, Alhaji Yahaya Bello graciously gave approval to sponsor all the Ministry ‘s lawyers, Youth Corps members who are lawyers and the Legal Aid Council Lawyers to the conference. The sponsor of such a large number of lawyers was novel in the tradition of sponsorship to the Bar Conference in the State.

F) International bar conference:
The International Bar Conference was unprecedented in the history of the Ministry of Justice. The present administration of Alhaji Yahaya Bello approve the release of funds for three lawyers of the Ministry selected from each Senatorial district to attend this year International Bar Conference in Sydney, Australia. The approval to sponsor these three lawyers for this year International Bar Conference was sequel to the memo written by the Hon. Attorney – General to His Excellency, the Executive Governor of Kogi State, approval was given and the money was released.

Prior to the inception of this Administration, only Attorney General had the rare privileges to attend such conferences.

G) Recruitment of 100 lawyers:
The Hon. Attorney General and Commissioner for Justice on assumption of office discovered that the Ministry was in a dire need of manpower, put up a memo to the State Executive Governor for the recruitment of 100 lawyers. The Governor graciously approved this request and the recruitment exercise was carried out in March, 2017. The recruitment of such a large number of lawyers was a milestone as the exercise followed a due process and fairness to all the Local Government in the State.

H) RELEASE OF FUND TO CONDUCT 2017 ASSIZES:
Criminal assizes for this year 2017 was conducted across the High Courts in the State with dispatched sequel to prompt release of funds by His Excellency the Executive Governor of Kogi State.

I) PROMPT RELEASE OF IMPREST TO THE STATE COUNSELS:
The prompt release of monthly imprest in core to resounding success being recorded at various courts across the State as the Ministry’s lawyers are promptly paid their Duty Tour Allowances (DTA) which enable them to their court cases punctually. The credit goes to His Excellency for the prompt release of the funds.

J) RELEASE OF THREE 4X4 RANGER VANS TO THE MINISTRY
Operational vehicles for transport logistics was an acute problem in the Ministry of Justice, before the advent of this present administration of Alhaji Yahaya Bello. The Hon. Attorney-General’s attention was drawn to this transportation problem in one of the management meetings which he promised to tackle headlong. The Ministry management staff was short of words when the Hon. Attorney-General announced that the Governor has graciously approved the release of three vehicles for the Ministry. The released of these vehicles has ease transport problems being encountered by the Ministry’s lawyers in going to the courts within and outside the State.

K) LAW REVISION COMMITTEE:
A Law Revision Committee was inaugurated by the Hon. Attorney-General to review, edit, delete, amend and harmonize all the State laws in volumes to be known as Revised Laws of Kogi State. The State Governor approved the release of funds for the accomplishment of the committee assignment.

L) HOSTING OF NBA NEC MEETING IN LOKOJA:
The Bar friendly Governor, Alhaji Yahaya Bello approved the release of funds to host the National Bar Association in Lokoja in June,2017. This gesture by the Governor rated Kogi State High by the Inner Bar and the Branch respectively.

M) GRANT OF PARDON TO CONVICT:
His Excellency the Executive Governor of Kogi State, Alhaji Yahaya Bello in 2017 extended his olive – branch of clemency to 17 convicts sequel to the recommendation by the State Advisory Council on the prerogative of mercy under the chairmanship of the Hon. Attorney-General and Commissioner of Justice.
