    The Ministry wishes to express her profound gratitude to His Excellency, the Executive Governor of Kogi State, Alh. Yahaya Bello for His generous approvals and commitment to the administration of Justice in the state.

    ACHIEVEMENTS:

    The Ministry of Justice has been recording resounding achievements since the inception of Alh. Yahaya Bello administration. These achievements are hereunder highlighted.

    1.     MINISTRY OF JUSTICE COMPLEX:

    The government of Alhaji Yahaya Bello awarded the contract for the construction of a magnificent (3) three storey office complex for the Ministry of Justice. Construction work has commenced on the site.

     

    2.     ESTABLISHMENT OF AN e-LIBRARY IN THE MINISTRY

    The Executive Governor, Alh. Yahaya Bello again approved and directed the release of money for the establishment of an electronic mobile Library, a device containing vast volumes of the Supreme Court authorities accessible by a touch of buttons by the Ministry’s lawyers for their professional practice in courts. All the lawyers in the Ministry of Justice were also availed a laptop computer each.

    3.     PURCHASE OF LAW REPORTS AND LAW TEXT BOOKS

    Law reports of superior courts of Nigeria and as well as Law Text books written by eminent scholars and Jurists were bought in their volumes and stocked in the law library. The funds for the purchase of these Law Reports and Law Textbooks was courtesy of the benevolence of the Executive Governor of Kogi State.

     

    4.     RECRUITMENT OF 100 LAWYERS

    His Excellency, the Executive Governor of Kogi State, Alh. Yahaya Bello gave approval to recruit 100 Legal lawyers into the services of the Ministry. Some of these newly recruited Lawyers are to serve as Legal Desk Officers in the various Ministries, Departments and Agencies of the Government. This feat had not been achieved since the creation of Kogi State in 1991.

    5.     HOSTING OF 2017 NBA NEC MEETING

    In demonstration of His Excellency’s love for the Justice Sector in the State, He had approved and directed the release of funds to the Kogi State branch of the Nigerian Bar Association to host its National

    Executive Council (NEC) meeting in Lokoja.

    6.     RELEASE OF FUNDS TO CONDUCT 2017 ASSIZES

    Criminal Assizes for this year 2017 were conducted across the High Courts in the State with dispatch sequel to prompt release of funds by His Excellency, the Executive Governor of Kogi State.

    7.     17 CONVICT CASES REVIEWED

    His Excellency, through the recommendation of the Hon. Attorney General being the chairman, Kogi State Prerogative of Mercy Committee, commuted the conviction of 17 persons to lesser punishments.

    8.     THE INAUGURATION OF LAW REFORM COMMITTEE

    This committee had hitherto not been able to deliver since its inauguration several months ago. But with the determined vigor coupled with prompt release of funds, the committee has pledged to publish the first volume of the various laws they have reviewed before the last quarter of the year.

    9.     NBA CONFERENCE IN PORTHACOURT

    The Ministry appreciates the Executive Governor, Alh. Yahaya Bello for the State sponsor of all the Ministry’s Lawyers to 2016 Bar Conference in Port Harcourt, River State. The Knowledge gained from the conference had no doubt impacted positively on the professional wellbeing of the ministries lawyers.

    10. RELEASE OF A HILUX (4×4) VAN TO THE MINISTRY

    The Ministry is short of words to express her gratitude to His Excellency over the release of an operational Hilux Van to the Ministry of Justice. The Van would ease movements of State Counsel for court operations.

    11. PROMPT RELEASE OF IMPREST TO STATE COUNSEL

    The prompt release of monthly imprest is core to resounding success being recorded at various courts across the state as the Ministry’s Lawyers are promptly paid their Duty Tour Allowances (DTA) which enable them attend to their court cases punctually. The credit goes to His Excellency for the prompt release of the funds.

    12. CONTINOUS LEGAL EDUCATION

    One of the requirements for lawyer to remain in active practice is that he must be engaged in continuous legal education to update his knowledge of law and contemporary developments across the globe and the development of new legal principles is that a lawyer must attend and participate in seminars, workshops, symposia etc, since the assumption of office of His Excellency, Alhaji Yahaya Bello, the Executive Governor of Kogi State funds have been made available for lawyers in the ministry to attend National Seminars, workshops, Symposia which took place in Abuja, Lagos, Jos and Asaba.

    One of the most significant and unprecedented workshop was the one,        the Honourable Chief Judge of Kogi State, His Lordship N.A Ajanah organized for lawyers in the Ministry of Justice in 2016 on the admissibility of electronically generated evidence in our law court which is a novel area of our law of evidence.   • ACHIEVEMENTS OF KOGI STATE GOVERNEMENT IN THE MINISTRY OF JUSTICE

    Consequent upon the directive in respect of  the above subject, find below, the summary of some of the achievements of the Ministry of Justice under the current Government Administration:

    INTRODUCTION

    Kogi State Ministry of Justice is among the Ministries and Agencies established by law since the creation of the state in 1991. It is a professional body saddled mainly with protecting the interest of both Government and the people of Kogi State. This responsibility / duty is in collaboration with relevant MDAS at all levels with qualitative Justice sector reform the ministry ensure strict compliance with all laws, Regulations and understanding to the letter and with zero tolerance for corruption in order to actualize the state’s transformation agenda. In line with this, Kogi State Ministry of Justice brings justice to the doorsteps of all persons in Kogi State without any delay, fear or favour.

    (A) APPROVAL AND COMMENCEMENT OF BUILDING OF KOGI STATE MINISTRY OF JUSTICE COMPLEX ALONG ZONE 8 LOKOJA.
     It suffices to state unequivocally that the contract for the construction of the Ministry of Justice Complex had been awarded and work had since commenced on the site courtesy of his Excellency’s approval for the construction of a befitting edifice for the State Ministry of Justice.

    The award of this contract by the present administration had broken the jinx of several memoranda to the past administrations that ruled the State spanning over 25 years to no avail.
    This edifice if completed, would provide adequate office accommodation to the Ministry of Justice Lawyers and the Sister agency like Federal Ministry of Justice, Lawyers and their supporting staff.

    (B) ESTABLISHMENT OF AN E-LIBRARY
    A new frontier of Legal practice was achieved in the Ministry of Justice with the establishment of an e-library by the present administration. Sequel to this revolution, Lawyers of the Ministry can now access Judicial Authorities with the press of a button and in a matter of a second. The e-library device contains vast volumes of the Supreme Court Judgments, Judicial interpretations and principles. It is worthy of note that each Lawyer of the Ministry owned one computer lap top pro-bono.

    Before the coming on board of this present administration, the Ministry’s library stocked with Law reports that could not cope with the dynamics of modern practice. The ministry is now equipped with the modern E-library, courtesy of this Administration. This innovation has greatly enhance the performance of law officers and also assist other professional colleagues in the state that come for consultations.

    (C) RECRUITMENT OF 100 LAWYERS
    The Hon. Attorney-General and Commissioner for Justice on assumption of office discovered that the Ministry was in dire need of manpower, put up a memo to the State Chief Executive for the recruitment of 100 Lawyers. This request was approved and the recruitment took place in March, 2017.
    The Ministry makes bold to state that since the creation of Kogi State in 1991 to February, 2017 only 56 Lawyers were in employment of the Ministry. The recruitment of such a high number of Lawyers was a milestone as it followed due process and fairness to all the Local Government Areas of the State. The recruitment of 100 lawyers has paid off. It has greatly reduced the work load at the headquarters, and the area offices can easily access the court. Similarly we have been able to meet the request of some ministries / establishments that are craving to have lawyers in their establishments.

    (D) NIGERIAN BAR ASSOCIATION
    The Kogi State Government sponsors Lawyers to the Annual Conference of the Bar. However, what was special about this year’s Bar Conference held in Lagos, South West Nigeria was that the Executive Governor, Alhaji Yahaya Bello graciously gave approval to sponsor all the Ministry’s Lawyers, Youth Corps members and Legal Aid Council Lawyers to the conference. The sponsor of such a large number of Lawyers is novel in the tradition of sponsorship to Bar conferences in the State.

    (E) INTERNATIONAL BAR CONFERENCE
    His Excellency, the Executive governor of Kogi State, had also graciously directed the release of fund to sponsor three lawyers of the ministry to attend   International Bar Conference which is unprecedented in the history of the Ministry of Justice. Funds has been made available for three Lawyers of the Ministry selected from each Senatorial District to attend this year Bar Conference in Sydney, Australia. Prior to the inception of this administration, only the Attorneys-General had the rare privileges to attend such conferences.


    (F) RELEASE OF THREE 4X4 RANGER VAN TO THE MINISTRY
    Transport logistics was an acute problem in the Ministry of Justice, before the advent of this present administration of Alhaji Yahaya Bello, but His Excellency directed the allocation of three operational vehicles i.e 3 numbers of ford 4x4 Rangers for the ministry’s operations. This kind gesture by His Excellency was indeed exceptional and commendable. These vehicles have in no small measure solve the transportation problems faced the ministry’s lawyers in the past. The officers are now conveyed with ease to court and other area of their assignments within and outside the state.

    (G) ASSIZES
    The Hon. Attorney-General of the state secured approval for the release of funds from the state Government which was used to organize this year’s Criminal assizes for quicker dispensation of Justice. The high court of the state usually organize periodic sitting for dispensation of criminal appeals from lower courts, but the ministry sponsored this sitting for quicker dispensation of justice courtesy of His Excellency’s approval of funds which has resulted in the decongestion of prisons in the state. All the civil and criminal cases concluded by the Ministry can be found on the Ministry of Justice porter on the internet in Government House.

    (H) HOSTING OF NBA NEC MEETING IN LOKOJA
    The National Executive Council meeting of NBA was hosted in Lokoja, sequel to the approval for the release of funds to host same by the Executive Governor of Kogi State. This meeting is significanant because it was first time in the history of Kogi state that such important meeting was held. This singular gesture confirmed him as a Bar friendly Governor.

     
    (I) CONFERMENT OF SENIOR ADVOCATE OF NIGERIA (SAN) ON THE HON. ATTORNEY-GENERAL
    The Legal practitioner privilege Committee has considered the Hon. Attorney-General’s application and is one of those to be conferred with the prestigious rank of SAN. This award is in recognition of his unwary commitment to the cause of Justice Administration in Kogi State. This is unique in the sense that, he was successful in his first attempt, which is unprecedented and this would not have been possible if the necessary machinery was not put in place by the state government that has given the Hon. Attorney General of the state the enabling environment to compete favorably with other applicants.

    (J) LAW REVISION COMMITTEE
    A Committee known as Law Revision Committee was inaugurated by the Hon. Attorney-General to revise, edit, amend, delete and harmonize all the State Laws into volumes to be known as Revised Laws of Kogi State. These Laws, if turnout by the Committee would put Kogi State at par with other States who have domesticated/revised their Laws. This is the first time such feat would be achieved since the creation of Kogi State in 1991.

    (J) GRANT OF PARDON TO CONVICTS
    His Excellency, the Executive Governor of Kogi State Alhaji Yahaya Bello had granted pardon to 17 convicts sequel to the recommendation by the State Advisory Council on Prerogative of Mercy under the chairmanship of the Hon. Attorney-General and Commissioner for Justice.

    (K) PURCHASE OF A MEKANO GENERATOR
    The Executive Governor of Kogi State, Alhaji Yahaya Bello has graciously approved the release of fund for the procurement of a mekano generating set to end the perennial problem of power supply. This will enable the Ministry enjoy the electronic gadgets and make the bulk of the paper work easier. Also, this will boost the working condition of the staff as against the two small generators being used in the past which were inadequate.

    (L) RECRUITMENT OF FOUR COMPUTER OPERATORS AND TWO BAILIFFS
    The Ministry recorded another feat in her fleet of achievements in the area of employment. This recruitment was sequel to His Excellency’s generous approval to the ministry’s request over the shortage of this category of staff. The Ministry carried out the recruitment exercise of four computer operators and two Bailiffs in conjunction with the Civil Service Commission.
    Their recruitment has eased up the computer typing of Legal advices, application for leave of Courts, Respondents’’ Brief argument for appellate cases and the administrative typing needs of the Ministry. All these further confirmed that the Governor is Bar friendly.

    With all these enumerated unprecedented achievements under the administration of the Kogi State Governor, Alhaji Yahaya Bello, Ministry of Justice has never had it so good.
