HISTORICAL BACKGROUND: With the creation of Kogi State, the need to provide basic infrastructures such as potable water and rural electrification throughout the new state for various communities which were hitherto without these facilities and to maintain and improve on the existing ones necessitated the establishment of a Board, such as a corporate body specially charged with the responsibilities of providing, operating and maintaining the services. On 17th September, 1991 the military Administrator Colonel Danladi Zakari approved the establishment of “Kogi State Utilities Board” and appointed Engineer Gabriel Baba Omelegbe who was the General Manager of Kwara State Utility Board as its General Manager. However, in his 1992 Appropriation Bill presented to the House of Assembly, His Excellency the then first democratically elected Executive Governor of Kogi State, Prince Abubakar Audu called for the separation of the Rural Electrification Board from the Water Board.
