FUNCTIONS
By the provision of section 9 of the Edict establishing the Board, the Board is expected to discharge the following statutory functions:
- To maintain, operate and integrate comprehensive medical and health services designed to secure improvement in the physical and mental health of the people in the State and the provision, diagnoses and treatment of illness.
- Generally to administer, control and manage all hospitals including specialist, medical, nursing and surgical services and health centres, Clinics, dispensaries, and other institutions established, maintained and controlled by the State government.
- To survey and obtain data and statistics relating to hospital care services from all sources including private organizations and individual persons and to supply same to the Ministry and to other organizations interest in such data;
- To advice and secure a balance of health care including prevention, cure and rehabilitation in the rural and urban populations;
- To carry on , in association with other bodies including teaching and other institutions and persons, activities in which research are necessary or desirable for its functions under this Edict.
- To Organize and train any person in any institution as the Board may consider necessary for providing the hospitals with adequately qualified staff;
- To advice the commissioner on the establishment of such hospitals, clinics, centres, dispensaries, laboratories, research institute and other institutions as the Board considers necessary and desirable for the performance of its functions under this Edict;
- To delegate the performance of any duty imposed or the exercise of any power conferred upon the Board by or under the provision of this Edict on other committees set by the Board upon such terms and conditions as the Board considers necessary and desirable;
- To organize and maintain such administrative structures or departments or directorate as are conducive to the efficient discharge of its functions, provided that there shall not be more than eight (8) departments or directorates which shall include the department s or directorates of Medical and Clinic Services and training, Nursing services, Pharmaceutical services Maintenance, Finance and supplies, Personnel management, and Planning Research and Statistics;
- To enter into contracts as may be necessary, advantageous or expedient for the performance of its functions under the Edict, subject to such limits as may from time to time be placed on the Board by the Military Administrator or the commissioner;
- To review and advise the commissioner on any legislation affecting the medical or hospital services in the state;
- To review and advise the commissioner on the funds and resources of the Board;
- To do anything which in its opinion will facilitate the discharge of its functions under this Edict.
